(1) An established standard of time for labor performed while rendering services necessary to production, the cost of which cannot be assessed against any part, product, or group of parts or products accurately or without undue effort and expense.

When setting up machines, an event that takes place while the machine is stopped, an event that cannot be made external. (In work measurement) refers to time available to operator for work while machine works.
